Dear Don I tried to put this somewhere else on Chiriqui Chatter but it is of the utmost importance that you know. Hence everyone else must know. I am working on my residency but I needed to go into and out of Costa Rica in order to keep my drivers license good.
There are agents in the office at the border who are scamming tourists. It works like this. You check out of Panama one stamp. Check into Costa Rica another stamp. Check out of Costa Rica another stamp. Now when you get to the Panama border to stamp in, they are requiring bus tickets (which are from David to San Jose CR) . When you bring them back they say you are not allowed back into Panama because you do not have a plane ticket to the states. Apparently you must have a return ticket to the states with you whenever you enter Panama. You also must show them $500 in cash. There is no ATM at that border station. There is no place to purchase a plane ticket even if you can afford one.
NOW COMES THE SCAM. You are introduced to someone named Joe who offers to help you. He gets you to an internet place across the street from the border station in Panama. Apparently it is okay to walk back and forth across the border with your passport not stamped. Anyway, he points you to a Panama young man who has blue eyes who will help you for a price. He takes your passports and gets you airline reservations. You don't pay for them so you get no ticket. Then he leads you across the street and tells you that this one sheet of airline reservations will get your passport stamped. Understand that you have tried repeatedly for hours to get these people to stamp your passport and they keep coming up with something else or turning you down flat. The nice young man from the internet store now makes a phone call into the border station. Now they all talk for a minute and stamp our passports with no problem. The price is $40 each person paid to the nice young guy from the internet place to be split up with the border agents. Plus he wants a tip. $142 later and two bus tickets you will never use because you have driven to the border waited in lines for hours, You are finally going home in Panama. IT IS CRIMINAL WHAT THESE GUYS ARE DOING. THERE ARE MANY TOURISTS WHO ARE BEING HELD AT THE BORDER. YOU CAN'T IMAGINE WHAT IT IS LIKE TO HAVE A PASSPORT WITH YOU NOT CHECKED INTO ANY COUNTRY. i talked to my attorney and she said they can not do this. I was told by these guys not to tell anybody about their deal. I felt threatened and scared. My wife was crying and upset. This will undoubtedly become a recurring nightmare. I talked to some expats who had been here for years doing the same things. They were dealing with the same guy. My guess is that there were at least 7 people who were scammed by these guys in a period of a few hours. 7 times 40 = 280 bucks split 4 ways among these thieves. Not a bad deal for them in this poor country.
I suggest to anyone who will listen that they should get their residency cards and avoid this situation along with their drivers license. I hope someone gets into trouble and I hope it is not me. This kind of thing can not be good for Panama and those tourists will tell a similar story to everyone back home too. No one will want to come here if these few agents continue their stuff. This all happened between 11:00 am and 2:30pm on September 5th. There were only very young agents at the border station including one young lady who appeared to be the ring leader. From the Spanish I could understand, I heard them talking about me and they were laughing at me. I will not attempt this again and if I have to stop driving until I get my residency I will. Hope this helps someone else.

NOTE: Added September 13, 2013. Based on information received from Authoritative sources, this appears to be a crackdown on the Visitors VISA. Extreme caution must be taken to not be in Panama over 180 days at one time. The opinion has been expressed that permanent VISAs are being advised.

Yeah things keep getting worse and worse at Paso Conoas....I am told the smart thing to do now is to go to Rio Sereno. For $50 you can get your passport stamped without leaving the country in Bocas friends tell me.

This is really terrible and we must put a stop to it some how, what about if we check whit authorities in David, may be some thing can be accomplish or in Panama City whit the authorities.

With all the reports about troubles at the border, why would you not get your Pensionado Visa, especially if you live far from the border. Why deal with the hassles. We just moved to Pedasi from California and our Attorney did a great job for us. She has offices in Pedasi and Panama, with 2 Attorneys in Panama. We spent less than 4 hours in Migration over 2 days and by the 3rd day we had our temporary Pensionado Carnets and a multiple exit entry visa (necessary if you need to leave Panama before you have your permanent Pensionado, costs $200 vrs a $2,000 fine, cheap insurance), all this for a very reasonable fee. Our driver in Panama, Luis, got us our drivers licenses in a very short time also. If you would like the contact info for either of them, please email me and I will forward them to you. They are both very professional and know what they are doing.

This is panama and the tierra de JUEGA VIVO, check out this meaning for all of you that are getting or will be scammed. Remember you are a visitor, not a national. Cuidate!!!!

To the poster of this scam- have you reported this to the immigration office in David, or anyone else? I can understand that you were afraid at the border. I have had a similar experience (in Belize) and it is horrible. But once you get over your initial response, I urge you to go to the immigration office in David and report this. It is the only hope of putting a stop to it. Your attorney should report it also, or go with you to the immigration office. Mikkel- not every one wants or qualifies for a pensionado visa, so it is not the answer for every one. Yes, we are visitors here. But we do not have to be victims. This scam is clearly illegal and must be reported or it will continue.

I have a blue MeCam and wore it in plain site and made sure they knew I was filming them. Our car registration in Panama was accepted, no plane or bus ticket requested, although they insisted we show them a credit card in each our names, which means they could be getting that info so we have to check transactions without our authorizations. Lawyer told us that the video/audio tape is admissible evidence in court in Panama.

Reporting this to the immigration office in David might not me the best idea. Who knows what friends they might have there, if you get my drift. The head office in Panama City would be better. BTW, I have crossed Paso Canoas many times and "irregularities" are common going back years.

I just went to Rio Serrano. you do not have to pay a dime. simply go through the process. they may tell you to stay over for a few hours. go walk around for a half hour and come back. they will stamp you out. If they can pull one over on you they may try. If you are firm and pleasant, you will be fine.

A scam, by definition, occurs when you do not receive what you paid for or expected. In this case you accepted the offer of a solution to your situation, printed bogus airline e-tickets, passed back into Panama and were on your way. It was unfortunate that you did not know the current requirements; you could have come prepared avoiding putting you and your wife in a position of feeling threatened, scared and crying. And even when you ended up in no-mans-land, did you really feel there was no other way out? Seriously consider another border crossing 90 days from now, or get your Panama driver's license.

It's my understanding, and this is from friends that recently crossed that the requirements are: 1. $500.00 in cash each; 2. A 24 hour stay in Costa Rica; and 3. A return ticket back to where you originally came from. I have to agree with Pearl. If those three criteria had been met then you probably could have happily been on your way to an overnight stay in Costa Rica. The expeditor deemed his charge for service "to be fair market value". And if the current law states that you have to be out of the country for 24+ hours then the $50.00 charge at Bocas is also perpetuating "fair market value".

This border is renowned for inconsistency but as of about a month ago they said they were going to enforce the regs which are a ticket out of the country, can be going anywhere, $500 in cash or a credit card with 3 months of statements (there is a banco nacional de costa rica machine across the street next to the CR police, the left hand machine gives $) There is no requirement in Panama la;w that you have to stay out of the country for 24 hours Most important, LEARN SPANISH, understand what is going on without getting upset with the people even though they may be doing their job badly, the only; person to suffer by this is you because the officials do not care if you get in or not.

I have two different sets of friends who returned from the states in the last few weeks and were required to purchase return tickets back to the states before being allowed to board the plane to Panama. Maybe there is unsavory transactions happening at the border, but it seems there may have been a change in requirements. My family and I are returning to the states in a few weeks and would like some clarification if anyone has any.

people really should research information about the countries they want to move to, it has always been a requirement to have a ticket leaving Panama when boarding a flight. If you are very lucky it may not be enforced, but it is the airlines who check this. Try flying to the USA as a foreigner without an exit ticket!! This is a requirement of almost every country, along with 6 months remaining on your passport.
